Honestly, I don’t think he is. The chancellor’s a bastard, but he’s been fair. Do the job well, get rewarded. Do it badly, get punished. And it doesn’t seem like he’s interfering with their lives besides. Imo, he seems like a desperate man in the unenviable position of being the only person with the proper combinations of power, influence, and will to actually save his country. Now, they could have him become an even bigger POS in a later chapter, but the author has actually done a pretty good job of making you feel for the guy.
