Normally, yes, but they made a point to show that there is a noticeable difference between someone with a cheat skill and someone who doesn’t. It’s basically another form of “talent vs effort” trope, except it blatantly shows that effort easily trumps talent.
Because the rest of the class have cheat skills (talent), they had less incentive to increase their personal skill, since the cheat skills do most of the heavy lifting.
The reason Haruka is so strong, despite being so low level, is because his skills are technically not cheat skills, so he has to put greater emphasis on personal skill (effort), so he can get the most out of his skills.
It’s only recently that the rest of the class have been working on their personal skill so they can use their cheat skills to their fullest extent, so they ended up falling behind. If they had started with weaker skills and worked their way up to cheat skills, it would have been a different story.
