The Publishers do not care about overseas popularity, it’s the popularity in Japan that matters, certainly it being 200+ chapter helps in confirming its popularity but it’s not a deciding factor, there are multiple factor, that i couldn’t enumerate because i don’t know them all, i just know there are more.
Like the trending of a genre and sub-genre are also important, for the others you’d be better to ask Google-san about it
