This is maybe a small spoiler, because i am not sure if was mentioned before, but in Lambda has 3 cicles of reicarnation the one of Rodcorte, witch hunans, elves and dwarven are included, the demon king obe, witch included all monster, and follower of evil gods, this included vampires tha follow evil gods from the remnant of the demon king army, and them Vida cicle of reincarnation, that include all of races created by vida, with exception of the ones that betrayed vida an started follow evil gods connected with the remnant of the demon king army, the ones Van destroyed was a vampire and a remnant of that ice god, that is not connected with Rodcorte system, so he doesn’t know what happened to them, he only receive information about what happened with souls in his system
The author probably forgot. It happens sometimes. Just take one piece for example, Eiichiro Oda constantly forgets about things , witch is why some characters disappear and are never heard of again.
The author deliberately made it this way to make us question as to why the soul of a vampire and a god didn’t affect Rodcorte’s system, it will be explained better later.
However, even in this chapter Rodcorte already said that souls can be removed from his system, so saying it’s a plothole is kinda dumb.

Rod is the God of Reincarnation for humans, elves, dwarves, beasts and plants, meaning, so long as a soul belonging to these races are destroyed, they will interfere with his system.
Sercrent is a Vampire, he is outside of the system.
The next chapter explains it more, but there is a reason why Rod couldn’t find Van in his system when he searched before, and only found 2 cases (he checked only one though, which was the merchant Rudy, the other one being Luciliano). The reason he couldn’t find Van is because Van is outside his system.
The last time the souls of a human/dwarf/elf were destroyed was when the old demon king was active, thus 100K years ago.
